EPAP Compliance Assessment Report

The Compliance Assessment Report is produced by analyzing the data submitted by operators to Petrinex. The purpose of the report is to identify data anomalies that are indicative of risks of noncompliance with AER measurement and reporting requirements.

EPAP Compliance Assessment Report (CAR) Production

  • The Compliance Assessment Report is produced monthly by analyzing the volumetric data submitted by operators to Petrinex
  • The purpose of the report is to identify data anomalies that are indicative of risks of noncompliance with AER measurement and reporting requirements
  • CAR items listed on the report are not noncompliances with AER measurement and reporting requirements

Petrinex volumetrics data

  • Every month, operators submit data to the Petrinex for the most recent production period
  • Most of the data is production volume, fuel, flare & vent volumes
  • Some of the data is infrastructure data such as changes in well status or new facilities producing for the first time

Compliance Assessment Indicator (CAI) routines

  • A series of CAI routines produce the compliance assessment results by inspecting the volumetrics data submitted by operators to Petrinex
  • When a CAI routine find a problem that may be indicative of a risk of noncompliance, a compliance assessment results record is created
  • AER has implemented about 55 CAI’s
  • The current list of CAI’s is described in the EPAP system

Compliance Assessment Results

  • The compliance assessment results for all operators for all production periods since mid 2010 are stored in the Petrinex EPAP system

EPAP System

  • The EPAP System produces the CAR for every operator based on the compliance assessment results
  • The EPAP System is accessed from the Petrinex menu

Operator Compliance Assessment Report (CAR)

  • Petrinex sends the operator’s designated contact a notification to indicate that the CAR is ready for download
  • An authorized Petrinex end-user can download the CAR as an Excel worksheet
  • The file is called the Operator CAR
  • The AER expectation is that the operator will investigate the CAR items listed with a view to remediating problems identified to reduce the risk of noncompliance

Petrinex website

At the Petrinex website you can use the EPAP system that was implemented in October 2014.The Petrinex website contains useful information about the function of the EPAP system.

Petrinex is a joint organization that supports Canada’s upstream oil and gas industry. The partners are Government (Alberta Department of Energy (DOE), the Alberta Energy Regulator (AER) and the Saskatchewan Ministry of the Economy (ECON)), and Industry (represented by the Canadian Association of Petroleum Producers (CAPP) and The Explorers and Producers Association of Canada (EPAC)).

Petrinex provides services that facilitate fast, standardized, safe and accurate management /exchange of key volumetric, royalty and commercial information associated with the upstream petroleum sector. Petrinex utilizes a web-based system for its automated business functions and processes.

CAPPA website

At the CAPPA website you can download CAPPA’s Best Practice documents. These documents are designed to reduce operator cost of implementing improved business process and controls.

The Canadian Association of Petroleum Production Accounting (CAPPA) is the professional association of Production Accountants that provides opportunities for education, influences regulations and strengthens industry standards.

IMG website

At the IMG website you can download the Measurement Controls Assessment document designed to reduce operator cost of implementing improved evaluation of controls at producing facilities.

The Industry Measurement Group (IMG) promotes best practice hydrocarbon measurement solutions to oil & gas operators, acts as a driver and sounding board for proposed changes to measurement regulations and participates in the developing and establishing oil & gas industry standards for hydrocarbon measurement.

The IMG is a part of a larger organization called the Canadian Institute of Hydrocarbon Measurement. The Canadian Institute also manages the annual Canadian School of Hydrocarbon Measurement in Calgary.

CSHM website

At the CSHM website you can register for next year’s CSHM and download presentations given at last year’s CSHM if you have a password.

The Canadian Institute of Hydrocarbon Measurement (CIHM) operates the Canadian School of Hydrocarbon Measurement (CSHM).

The purpose of the School is to provide instruction on hydrocarbon measurement topics for professionals in the oil & gas industry. Increasing knowledge and awareness of best practices leads to proper facility design, installation, operation and maintenance of measurement and regulation equipment.

Estimating Flaring and Venting Volumes for Upstream Oil and Gas Facilities

Flaring and venting volumes that are too small to measure must be estimated. In general, estimating is acceptable where the volume is less than 0.5 e3m3/day.
